What's in this pull request?

In order to match the recent changes to UnsafePointer API, change the initializer of Data to use UnsafeRawPointer instead of UnsafePointer<UInt8>.

rdar://problem/27595567 Use UnsafeRawPointer in struct Data

A smoke test on macOS does the following:

  1. Builds the compiler incrementally.

  4. The test and validation-test targets are run only for macOS. The optimized
    version of these tests are not run.

A smoke test on Linux does the following:

  1. Builds the compiler incrementally.
  2. Builds the standard library incrementally.
  3. lldb is built incrementally.
  4. The swift test and validation-test targets are run. The optimized version of these
    tests are not run.
  5. lldb is tested.

@parkera Have you tested this locally on linux?

@shahmishal @gribozavr This needs to be merged but the linux builders have been blocked for a long time.

macOS tests have succeeded. The only change is to stdlib/public/SDK/Foundation/Data.swift, which not built on Linux, so no reason to wait for it. Merging.
