Bumping the builder toolchain Swift compiler from a nightly development 5.10 compiler to the 5.10.1 release compiler.

(cherry picked from commit 60e09ff)

#74512 only updated main, which is currently working because the code block that would crash the 5.10 compiler is #if !os(Windows) on main at the moment. The code was disabled on main in 7bf193e.
