@Pilchie the most important parts of this (given the March 23 deadline) are the macOS switches. Any objection to the rest (using faster Windows Server agents) in a tell-mode fix?

NO-MERGE because the branches aren't open

This is the primary PR but, due to branch differences e.g. switch to use Windows Server agents was done in 'master' before we created 'release/5.0-preview2' but not here nor in 'release/3.1', the final changes in #19673, #19674 and #19675 are not identical.
